How Slovenia citizenship works for DNV holders

The honest framing: Slovenia's DNV does not count toward citizenship. The DNV is structured as a 12-month temporary residence permit explicitly outside the settlement framework, with a mandatory 6-month gap before reapplying that prevents continuous residence accumulation.

Slovenian citizenship by naturalisation requires 10 years of continuous legal residence on qualifying permits, with the last 5 years on a permanent residence permit. The clock starts only after conversion from the DNV to a qualifying permit, not from the date of arrival on the DNV.

Naturalisation requires Slovenian language proficiency at B2 level (one of the stricter language requirements in the EU, on par with Greek and ahead of Spanish/Portuguese A2 bars), demonstrated through the Centre for Slovene as a Second and Foreign Language test administered by the Faculty of Arts in Ljubljana. A test on Slovenian history, geography, and constitutional structure is also required.

Slovenia does not generally permit dual citizenship: applicants are required to renounce prior nationality as part of the naturalisation process. The exception is acquired-by-birth dual citizenship (children of mixed-nationality parents) and several specific categories including Slovenian-origin applicants. For DNV-route applicants without Slovenian heritage, renunciation is a real consideration.

For Slovenian-origin applicants (descendants of Slovenian emigrants), citizenship is available with reduced residence requirements and without the renunciation obligation. The Slovenian state operates a moderate policy for descendants of ethnic Slovenians abroad.

For DNV holders without Slovenian heritage, the citizenship path is materially less accessible than Portugal (10 years but with previous fast-track precedent and CPLP 7-year option), Italy (10 years), Spain (10 years but Ibero-American 2-year), or Greece (7 years).

Recent changes affecting Slovenia citizenship in 2026

Programme launched 21 November 2025. Slovenia's Digital Nomad Visa is one of the newest in Europe, with the first cohort of applicants processed through early 2026. The legal basis is amendments to Slovenia's Foreigners Act creating a specific temporary residence permit category for digital nomads.

Slovenian Financial Administration tax guidance, 28 January 2026. The Slovenian Financial Administration issued specific guidance on the income tax and social contribution treatment of DNV holders on 28 January 2026. The guidance confirms that DNV holders are tax residents only if they exceed 183 days in a calendar year, are officially registered with a permanent Slovenian residence, or have their centre of vital interests in Slovenia. No DNV-specific tax preference was created.

Fee structure stable. The Slovenian DNV fee is €50 for in-country applications and approximately €102 for embassy applications. Additional small fees (€4.50 application fee, €15.47 for the permit card) apply during the in-country process.

Income threshold €3,200/month net. The threshold corresponds to twice the average Slovenian net salary as published by SURS (Slovenian Statistical Office). The figure will be adjusted with future SURS publications; the early 2026 working figure is €3,200/month net.

Processing times stabilising. First-cohort applications experienced 30–60 day processing times, with some cases extending to 90 days in complex documentation reviews. As Slovenian administrative units gain experience with the new permit category, processing is expected to settle in the 4–8 week range typical for EU DNVs.

Same-sex marriage in force since 2022. Slovenia legalised same-sex marriage in 2022 following a Constitutional Court ruling, becoming the first post-Yugoslav state to do so. Same-sex couples can apply for family reunification on equivalent terms to opposite-sex couples from the DNV's launch.
